Dear Mike

You recently sent me a letter with which you enclosed a postage stamp. Prison staff returned the stamp to you in accord with regulations. Through error they also returned your letter to you which they should not have done. Not surprising though. Disorganization and incompetence are characteristic of this place.

If you want to send me your letter again I should be allowed to receive it. But you cannot send me stamps. You can send me money to buy stamps from the commissary but only if you follow the proper procedure for sending money to inmates.
